Critical Infrastructure Protection

Professional security management is fully applied within the critical infrastructure domains as they have been elevated in many nations due to their value to the populace. That being said, a key foundational element that is very important to convey is that not all critical infrastructure sectors should be treated the same. They each hold unique characteristics and should be treated as such with different priorities.

Although they have commonalities of being valued by the nation and impacting a large population that they serve, the security risks they encounter will vary. For example, the physical property perimeter varies greatly from sector to sector. Therefore, the application of perimeter intrusion detection systems may not be practical for some sectors, but it is common practice within certain sectors.

An even more varied factor is the regulatory compliance requirements for various sectors. The power generation industry has robust regulatory requirements and industry standards, yet these requirements and standards are not expectations within the communication sector. This is a culturally accepted approach in the United States, but it is not conducive to strong physical security across the nation.

We rely on responsible organizations and strong security leadership to protect our critical infrastructure. Therefore, it is knowledge sharing and continuing education within all sectors that will help us to reduce our security risks and better serve the citizens.

Safeguards Consulting is honored to be part of these improvements and is privileged to have worked with some of these strong leaders within critical infrastructure. We look forward to continuing to serve the next generation of leaders.

This was a key topic in the Consult Conference back in October that Mark Schreiber was a panelist for. More information for that can be found here: https://www.attendconsult.com/ConsultSession

The Paradigm Shift of Digital Twins for Facility Security

One of the newest entrants into the security industry is the technology of digital twins. These technology tools not only have enormous potential, but they also represent a paradigm shift in how we evaluate facility data, including facility data related to security operations.

One of the most noteworthy limitations that organizations are currently experiencing with their existing physical security systems is that alarms and events are only available through a single device's perspective within a single area indicating an abnormal state. For example, a single door within the suite of one building identifies a door forced open. This is because existing physical security systems rely on two-dimensional maps with limited geospatial data. With the graphical map, facility managers can observe multiple areas within the device's range that are experiencing abnormal alarms or events, but this requires the assistance of a human operator to manually correlate these events. This is accomplished through the use of their professional education and the creation of engineering drawings that provide the background required for the software mapping tool within the physical security device.

However, this method will become outdated as new technologies such as the digital twin are bringing a significant capability regarding how we evaluate this data. At the most basic level, implementing a digital twin in the security operations environment can enable a more feature-rich environment. One of the most essential features of a digital twin is a reality-captured three-dimensional map of the physical environment, which can cover multiple floors or levels of the facility.  Therefore, we can shift from the value of a BIM 3-D model of what should be constructed to a digital twin model of what actually exists in the physical environment.

Through the reality capture value of a digital twin, a pictorial representation of the environment is used, which any user of the facility can recognize. Furthermore, the overlay of sensor data in this three-dimensional map allows for a more advanced assessment of abnormalities or emergencies within the facility. This, in turn, has the potential to reduce response time to emergencies while also increasing the effectiveness of monitoring the facility's operations.

Digital twins also offer real-time information about the physical environment such as facility operations and asset management data. When compared to existing physical security devices, this allows for a more comprehensive assessment of the physical environment. This feature is enhanced further when an additional twin is used as a collaboration tool during an emergency. Due to the twin's pictorial view of the environment's real-world imagery, external partners can use both twins to review the situation and provide additional input during an emergency without requiring prior training.

Overall, the promise and potential for digital twins can become a force multiplier to reduce response time, improve operational assessments, and support situational awareness when properly implemented.

2022 ISC West Conference: How Practical Is It to Add Drone Services To Your Company?

Mark Schreiber presented to the 2022 ISC West Conference back on March 22nd on the implementation and usage of drones (UAS) and counter-drone (CUAS) technologies. The presentation was targeted towards physical security Integrators, Manufacturers, and Security Service Providers to discuss if and how drone services should be added to their company. Schreiber takes an unbiased approach to the topic since the goal is to ultimately support the end-user (client) and there are many different approaches of doing so.

He analyzed traditional contract models and non-traditional contract models, as well as existing drone companies that adhere to the models presented. Just like any other technology, there are negatives with UAS and CUAS technologies which Mark covers to avoid any potential risks to the company.

The ultimate goal of the presentation was to educate security integrators on drones since they are a relatively new technology in the industry. Digital Twins: The Virtualization of the Physical World

Mark Schreiber, President and Principal Consultant for Safeguards Consulting, was recently published in ASIS Security Technology Magazine on a new and innovative technology known as Digital Twins. Digital Twins are a general term that describes the development of a virtual model that matches the real world that we live in, but can be viewed and analyzed across the internet. Mark dives deep into the design and possibilities within Digital Twins for security operations within organizations.

In the published article, Schreiber notes that companies will be able to tour through their selective buildings in virtual reality just like they would in the real world, but the possibilities of Digital Twins go much further than just taking virtual tours of facilities. Digital Twins also allows for the physical security industry to easily calculate and plan the best locations for equipment as well as realizing the appropriate equipment to use within that specified facility.

Video Surveillance: What to Consider in your Security Plans

In general, many facility professionals are looking to physical security technologies to supplement the security measures in place within their facilities. In doing so, these professionals may have found themselves wondering, "What level of video surveillance should be included within our plans, and what factors should I consider when having a video surveillance system installed?".

As an example, many higher education professionals are looking for new ways to upgrade their security measures, considering crime trends and their campus growth. In looking to video surveillance, those systems not only support security but they also allow for better monitoring of the facility's numerous business operations—from sports events, maintenance needs, after-school activities, as well as business activities within the bookstore, and operations within the dining hall. However, when technological physical security measures are implemented, certain security policies and measures should also be included. In this blog, we’ll discuss a few factors you may want to consider as mentioned in our President and Principal Consultant Mark Schreiber’s interview with Facility Executive Magazine.

1.       Equipment hardening.

This technique focuses on preventing perpetrators from gaining access to the security devices themself; it begins with the device installation process. Some aspects of hardening include frequently changing access passwords, blocking port connections, avoiding using factory default settings, and conducting and checking for device updates on a regular basis. These security mechanisms are even more important now that video surveillance is being conducted via Internet Protocol networks (IP) and should be implemented.

2.       Consider the Application.
Video surveillance will likely become more regulated in the future. As Schreiber explains in an article featured in Facility Executive Magazine, there are two common applications of regulation related to video surveillance. The first is concerned with government and market requirements, while the second is concerned with privacy. When it comes to video surveillance and its application, both categories are equally important and should be addressed.

When purchasing a system in the United States, there are two acts to consider. The first act is the National Defense Authorization Act (NDAA 2019 Section 889), which discusses which video surveillance products are prohibited from use due to affiliations to particular Chinese companies. The Trade Agreement Act (TAA) is the second act that must be reviewed. This act focuses on the development and production of video surveillance cameras within various companies.

3.       Before anything else, have a professional plan.

Having researched the device's legality, facility professionals may wonder how to apply the video surveillance in a measured and thoughtful manner. A good beginning is hiring a trusted physical security consultant with experience analyzing a facility’s security systems. A professional technical security consultant can also assist in the selection, improvement, and planning of the facility's security systems. Before settling on a specific video surveillance system, it is prudent to conduct research, seek professional assistance, and discuss all options. In-depth research can assist facility professionals in determining the best option for them, the system's legality, and any potential flaws.

Ultimately, facility managers should begin to consider video surveillance. With crime on the rise and technological innovations occurring rapidly, it's critical to have a secure and up-to-date security system in place within a facility. Overall, video surveillance has numerous advantages such as discouraging inappropriate behavior, recording any misuse of the facility's assets, monitoring the facility's entryways/exits in case of an emergency, and helping to improve the staff and facility's efficiency. It is also important to understand that camera maintenance is an expense in itself as they can develop technological issues over time.

However, by conducting an in-depth execution plan with a professional and thoroughly researching the technology and its options, facility professionals can implement appropriate security, service, and maintenance while meeting their facility's needs.

If you would like professional technology plan for your facility or would simply like to discuss options available, we at Safeguards Consulting are happy to help. Just give us a call or reach out via our website to set up a consultation.
