Airspace Situational Awareness - New Concept for Facility Security

Since 2016, Safeguards Consulting has been tracking the evolution of drone technologies. As a significant technology innovation and disruptor to multiple industries, the role of drones (UAS) is very promising as a tool for hobbyists, commercial organizations, as well as military organizations.

As security advisors, though, our primary concern is the use of drones not only as a security tool, but also as the security threat that they present. With a very agile and fast platform, the drone represents a threat vector that wasn’t likely with manned aircraft (refer to the 2009 NRC Part 73 requirements for nuclear plant aircraft impact) but is very valid with the small inexpensive platforms available today.

In the United States and in many other countries, 'highways' of drone activity will start to emerge as legal authority for commercial operations are granted. This will not only interest and concern the average citizen, but it will also become a regular discussion among executive teams inquiring about safety and security risks. Therefore, the security executive will also need to become educated about legal drone activity versus illegal drone activity and their ability to address this topic.

Even though we originally identified the threat of drones to an ASIS audience eight years ago, many in the industry have championed the need to address this emerging threat. The legal support for drone threats in the United States has been very limited even though this risk has increased exponentially since then as the technology has rapidly advanced.

Therefore, we now see the new need to be observant of what is happening in the sky above our commercial facilities, the concept of "airspace situational awareness" that has been used for manned aircraft over large geographical areas but is now applicable on a smaller scale for commercial properties and metro areas. In short, airspace situational awareness enables organizations and consortiums to monitor the sky above their properties using detection systems and the same information available to air traffic control agencies and pilots.

This capability of observing threats in the sky was not feasible in the 20th century, but with the advent of drone detection solutions (CUAS), and the new emergence of mandated remote identification on drones and future Universal Traffic Management (UTM) solutions, this will be possible in the coming year.

We can combine broadcasted drone identification information with drone detection solutions to give us a picture of what is flying in the sky above our facilities. And with the correlation of those following airspace laws, we can identify 'good' drones versus 'bad' drones.

As with other foundational security concepts, we can then focus our resources on investigating the drones that aren't cooperating with the airspace notification requirements and take the appropriate and legal action of addressing those potential threats with law enforcement and our internal capabilities.

In summary, we are beginning to now have clarity on what security teams in commercial organizations can enact to not only develop counter drone programs but also implement airspace situational awareness capabilities. Schreiber To Speak on Drones at ISC West 2023

We are proud to share that our president, Mark Schreiber, will present at ISC West 2023, the Security Industry Association conference. His session is titled, "Drones and Airspace Situational Awareness - The Evolving Security Paradigm". This presentation will take place on March 30th at the Venetian (304) in Las Vegas from 11:15 AM - 12:15 PM. The presentation will focus on exploring the application of airspace situational analysis, studying the current capabilities of drones and counter-drone systems, identifying various legal and regulatory operating environments, and discussing practical actions that all organizations can implement to address this disruptive technology. The 2023 ASIS Europe Conference

Mark Schreiber to Speak at US CPTED conference

Our President, Mark Schreiber, is gearing up for the US CPTED conference happening February 7th- 9th of 2023 being held at the University of South Florida in Tampa. Mark will be speaking on the 7th regarding the new ISO 22341 CPTED (Crime Prevention Through Environmental Design) standard and how to implement it. He will discuss the history of this standard, the role he plays in implementing it, and the purpose each area has in the industry and how they can be implemented in an organization. Mark will also lead a panel of professionals on the application of CPTED in Design and Construction practices.  

There will be many other beneficial panel sessions held by different fire and police departments, construction and design professionals from universities, and more. At this event, NICP CPD holders can renew the CPD credential by attending the conference.

Critical Infrastructure Protection

Professional security management is fully applied within the critical infrastructure domains as they have been elevated in many nations due to their value to the populace. That being said, a key foundational element that is very important to convey is that not all critical infrastructure sectors should be treated the same. They each hold unique characteristics and should be treated as such with different priorities.

Although they have commonalities of being valued by the nation and impacting a large population that they serve, the security risks they encounter will vary. For example, the physical property perimeter varies greatly from sector to sector. Therefore, the application of perimeter intrusion detection systems may not be practical for some sectors, but it is common practice within certain sectors.

An even more varied factor is the regulatory compliance requirements for various sectors. The power generation industry has robust regulatory requirements and industry standards, yet these requirements and standards are not expectations within the communication sector. This is a culturally accepted approach in the United States, but it is not conducive to strong physical security across the nation. 

We rely on responsible organizations and strong security leadership to protect our critical infrastructure. Therefore, it is knowledge sharing and continuing education within all sectors that will help us to reduce our security risks and better serve the citizens.

The Paradigm Shift of Digital Twins for Facility Security

One of the newest entrants into the security industry is the technology of digital twins. These technology tools not only have enormous potential, but they also represent a paradigm shift in how we evaluate facility data, including facility data related to security operations.

One of the most noteworthy limitations that organizations are currently experiencing with their existing physical security systems is that alarms and events are only available through a single device's perspective within a single area indicating an abnormal state. For example, a single door within the suite of one building identifies a door forced open. This is because existing physical security systems rely on two-dimensional maps with limited geospatial data. With the graphical map, facility managers can observe multiple areas within the device's range that are experiencing abnormal alarms or events, but this requires the assistance of a human operator to manually correlate these events. This is accomplished through the use of their professional education and the creation of engineering drawings that provide the background required for the software mapping tool within the physical security device.

 However, this method will become outdated as new technologies such as the digital twin are bringing a significant capability regarding how we evaluate this data. At the most basic level, implementing a digital twin in the security operations environment can enable a more feature-rich environment. One of the most essential features of a digital twin is a reality-captured three-dimensional map of the physical environment, which can cover multiple floors or levels of the facility.  Therefore, we can shift from the value of a BIM 3-D model of what should be constructed to a digital twin model of what actually exists in the physical environment.

Through the reality capture value of a digital twin, a pictorial representation of the environment is used, which any user of the facility can recognize. Furthermore, the overlay of sensor data in this three-dimensional map allows for a more advanced assessment of abnormalities or emergencies within the facility. This, in turn, has the potential to reduce response time to emergencies while also increasing the effectiveness of monitoring the facility's operations.

Digital twins also offer real-time information about the physical environment such as facility operations and asset management data. When compared to existing physical security devices, this allows for a more comprehensive assessment of the physical environment. This feature is enhanced further when an additional twin is used as a collaboration tool during an emergency. Due to the twin's pictorial view of the environment's real-world imagery, external partners can use both twins to review the situation and provide additional input during an emergency without requiring prior training.

Overall, the promise and potential for digital twins can become a force multiplier to reduce response time, improve operational assessments, and support situational awareness when properly implemented.

 

Introducing Upstate Warrior Solution

We would like to introduce our network to Upstate Warrior Solution! Upstate Warrior Solution is a non-profit organization whose vision is to restore veterans (“warriors”) of all branches with a sense of purpose and to empower the local community to support these veterans and their families. Since 2013 the organization has served over 9,000 veterans and their families living in Greenville, Spartanburg, Pickens, Oconee, and Anderson counties. The organization works to provide housing, employment, healthcare, education, family support, and more to the veterans returning home from their service. Their business model is to connect, educate, advocate, and collaborate with the warriors to help provide them with the resources and community needed to readjust to being back home. However, as the population of returning warriors grows so must their facilities and staff.

The Upstate Warrior Solution has recently announced its newest expansion plan...the Rupert Huse Veteran Center! This center will enable veterans' easy access to community partners and Upstate Warrior Solution along with connecting with fellow warriors. The center will focus on three main aspects which include but are not limited to workforce development and housing stability, resources for health and emotional well-being, and innovation and enrichment through arts and community. Our Academic Partners at Georgia Tech Presented on Digital Twins at the ISARC Symposium

One key question that many in the construction industry are beginning to ask is, "What are digital twins, and how do I incorporate this technology into my work?" There are numerous other technologies that construction workers should consider incorporating as well, such as machine automation and robotics. 

Based on our previous work supporting their academic education and research, Safeguards Consulting is proud to announce that our friends at the Georgia Institute of Technology recently gave a presentation at the International Symposium on Automation and Robotics in Construction (ISARC) on the use of digital twin technologies. The presentation took place in Bogota, Colombia, on July 13-15, 2022.

The symposium also covered a wide range of topics, such as construction engineering, machine automation, robotics, and many others, to assist those in the construction industry in gaining a better understanding of the new and upcoming technologies now available for use in their field. ISARC is a non-profit organization that represents various construction categories and strives to improve construction through the use of automation and robotics. 

2022 ISC West Conference: How Practical Is It to Add Drone Services To Your Company?

Mark Schreiber presented to the 2022 ISC West Conference back on March 22nd on the implementation and usage of drones (UAS) and counter-drone (CUAS) technologies. The presentation was targeted towards physical security Integrators, Manufacturers, and Security Service Providers to discuss if and how drone services should be added to their company. Schreiber takes an unbiased approach to the topic since the goal is to ultimately support the end-user (client) and there are many different approaches of doing so.

He analyzed traditional contract models and non-traditional contract models, as well as existing drone companies that adhere to the models presented. Just like any other technology, there are negatives with UAS and CUAS technologies which Mark covers to avoid any potential risks to the company.

Mark Schreiber to Speak at the US CPTED Association's Inaugural Conference

Mark Schreiber, our President and a Director of the US CPTED Association, will be speaking at the association's inaugural conference in February 2023 at the University of South Florida in Tampa.  

The primary focus of the conference will be topics related to the application of Crime Prevention Through Environmental Design (CPTED) principles, and how to further ensure safety within your community through the design of the built environment. CPTED is defined by the association as, "a multidisciplinary approach that supports elements from urban and architectural design, placemaking, tactical urbanism, community engagement, and security & safety."  

At the conference, CPTED Awards will be presented, and NICP CPD holders will be able to renew their CPD credentials. Membership in the US CPTED Association also provides numerous networking opportunities as well as access to webinars, workshops, conferences, and other events.

Safeguards Consulting’s president, Mark Schreiber, will be speaking in Atlanta at the ASIS International Global Security Exchange conference on September 14th,  2022. Schreiber will discuss the new and exciting “Digital Twins” technology, which in his words are the “virtualized copy of the physical world that gives professionals the ability to analyze their built environment”. 2022 ISC West Conference Presentation – Proper Planning for a Security Improvement Project

Mark Schreiber, our Principal Consultant, had the privilege of delivering an educational presentation on "Proper Planning for a Security Improvement Project" at ISC West 2022. 

"Very few security professionals have had experience with a large construction project from its inception through the first day of operation. Which enables a limited view of the complexity as well as the underlying purpose of the security improvements. ASIS Hong Kong Chapter Presentation - Controlling Airspace from Drone Threats

Given the recent increase in crime and specialized advances in physical security, businesses must consider the potential benefits and threats posed by drones. This begs the question, "How are you addressing this emerging threat in your organization?"  

Mark Schreiber of Safeguards Consulting had the honor of presenting to security professionals of the ASIS Hong Kong Chapter on the topic of drones and their impact on our security operations on May 5th, 2022. Schreiber has been in the industry for more than 20 years and is currently a volunteer leader for the ASIS International industry organization.  Throughout his career, he has designed a number of counter-drone systems as well as other forms of physical security. 

During his presentation, entitled “Controlling Your Airspace from Drone Threats”, Schreiber reviewed drone and counter-drone technologies, legal flight limitations, the potential threat of drones, and key factors for the development of formal programs for drone and counter-drone operations. 

Mark also addressed the specific laws and resources applicable to commercial drone operations in Hong Kong, as they can vary from government to government.
